Homeland Security Targets California Over Secret Cash Payouts to Illegals?

The Department of Homeland Security has fired a major shot across California’s bow, issuing subpoenas for records tied to alleged federal benefits given to illegal immigrants — and officials are warning it’s just the beginning.

In what’s quickly becoming a political flashpoint, DHS Secretary Kristi Noem announced that Homeland Security Investigations (HSI), a division of Immigration and Customs Enforcement (ICE), is demanding documents from Los Angeles County related to the state’s Cash Assistance Program for Immigrants (CAPI). The move is part of a broader federal crackdown on what the Trump administration says is rampant misuse of public funds.

CAPI was designed to support aged, blind, and disabled non-citizens who don’t qualify for federal Supplemental Security Income (SSI). But critics — including the White House — argue it’s become a backdoor channel for funneling taxpayer dollars to undocumented immigrants.

“Radical left politicians in California prioritize illegal aliens over our own citizens, including by giving illegal aliens access to cash benefits,” Noem said in a statement. “If you are an illegal immigrant, you should leave now. The gravy train is over.”

The subpoenas demand extensive records going back to 2021, including names, birthdates, immigration status, and applications of individuals who have received assistance through CAPI. While the focus is currently on Los Angeles County, Noem emphasized this is just the first step in a sweeping investigation.

This federal move follows a recent report by the Economic Policy Innovation Center (EPIC), which claims California has been using complex Medicaid-related tactics to indirectly secure nearly $4 billion for programs benefiting illegal immigrants — all reimbursed by federal funds. According to EPIC, the state has orchestrated what it calls a “money laundering scheme,” collecting more than $19 billion in federal reimbursements from 2023 to 2026 without any matching state contribution.

The report accuses California of partnering with private insurance companies to inflate Medicaid-related transactions, then using the federal reimbursements to bankroll expanded healthcare and long-term care services — some of which benefit undocumented immigrants.

Gov. Gavin Newsom’s office has not responded publicly to the subpoenas, and California’s Department of Healthcare Services has dismissed EPIC’s report as misleading, pointing readers to its website for what it says is the accurate story.

This latest clash comes amid a larger Trump-era push to root out what the administration calls systemic abuse of federal programs by sanctuary states — with California often front and center in the battle over immigration enforcement and federal funding.
