Higgins explained that these concealed buses, carrying approximately 40 to 50 individuals dressed in Trump regalia, disembarked and had a briefing before entering Union Station. Eyewitnesses reported unusual behavior, prompting Higgins to believe that these were FBI assets, potentially including actual agents.
