Scathing Justice Department report unveiled on Thursday criticized the police response to the tragic 2022 mass shooting at Robb Elementary School in Uvalde, Texas. In the harrowing incident, an 18-year-old gunman claimed the lives of 19 students and two teachers while injuring 17 others.
Based on a year-long review conducted by a team of law enforcement experts, the report highlighted pervasive “cascading failures of leadership” and identified “critical failures and other breakdowns” in planning, tactics, communication, training, and preparedness.
As reported by ABC News on January 18, 2024, the report revealed that responding officers waited over an hour before entering the classroom where the shooter had barricaded himself with 33 students and three teachers, many of whom had sustained gunshot wounds. The officers failed to adhere to established active-shooter protocols, opting to create a perimeter and await backup instead.
The report further pointed to a lack of coordination and communication among multiple agencies, including the Uvalde Police Department, Uvalde County Sheriff’s Office, Texas Department of Public Safety, and U.S. Border Patrol. Notably absent were a clear incident commander, unified command post, common radio channel, and shared situational awareness.
School and school district preparedness came under scrutiny, with the report highlighting the absence of an active-shooter plan, lockdown drills, emergency notification systems, and security cameras. The school district was accused of fostering “a culture of complacency” regarding locked-door policies, allowing the shooter to enter through an unlocked door.
The aftermath of the shooting was marred by an “unprecedented” level of misinformation and confusion, hindering victim recovery and community healing. Families received false information about their loved ones, and some were notified of deaths by untrained personnel.
Attorney General Merrick Garland, announcing the report, offered condolences and apologies to the affected families and survivors. Garland emphasized that the report aimed to provide a comprehensive, objective account and recommendations to prevent future tragedies, refraining from assigning blame or interfering with the ongoing criminal investigation into the shooter, Salvador Ramos. Ramos was fatally engaged by the Border Patrol Tactical Unit, the first responders to breach the classroom.
Garland underscored the report’s intent to honor the bravery of first responders and hoped it would facilitate learning from mistakes to enhance law enforcement responses to future incidents.
