A significant move reported by NBC News on December 23, 2023, President Joe Biden has officially given the nod to the U.S. defense policy bill, a massive legislation allowing an unprecedented $886 billion in annual military spending.
The National Defense Authorization Act (NDAA), a whopping 3,100-page document, smoothly passed through Congress with strong bipartisan backing. The bill covers essential policies, including support for Ukraine and a strategic stance against China in the Indo-Pacific.
The NDAA, a crucial annual legislation, covers various aspects such as salary increases for service members, procurement of naval vessels and aircraft, and formulation of foreign support policies for allies like Taiwan.
This significant act includes a substantial 5.2% pay raise for service members and boosts the nation’s total national security budget by about 3%, resulting in the colossal $886 billion figure.
In a strategic move, the NDAA designates certain Chinese battery companies as ineligible for Defense Department procurement, indicating a notable development in the ongoing geopolitical landscape.
However, amidst this landmark legislation is a debated extension of domestic surveillance authority—Section 702 of the Foreign Intelligence Surveillance Act. This extension, lasting four months, gives lawmakers time to discuss potential reforms or decide its fate.
The NDAA also plays a key role in ongoing efforts to support Ukraine, particularly through the Ukraine Security Assistance Initiative. This initiative, extended until the end of 2026, allocates $300 million for the fiscal year ending September 30, 2024, and the subsequent year.
While this financial commitment is a step toward aiding Ukraine, it falls short of the $61 billion initially proposed by President Biden to counter the Russian invasion in February 2022. The $300 million allocation faced resistance from Republicans who sought tougher immigration laws from Democrats in exchange for approving assistance to Ukraine.
President Biden’s signing of the NDAA underscores the United States’ commitment to enhancing its military capabilities and strategically positioning itself on the global stage.
