One of the most significant changes is the decision to conduct the debate without a live audience, aimed at minimizing distractions that marred their previous showdown. Republican strategists, including former New Hampshire Senator Judd Gregg, see these adjustments as advantageous for Trump. “If Trump remains calm and collected, they [the Biden campaign] have got problems,” Gregg remarked to NBC News. He believes Trump’s ability to avoid the distractions of a live audience could work in his favor, contrasting sharply with Biden’s potential reactions.
Philippe Reines, who played Trump during Hillary Clinton’s debate preparations in 2016, echoed these sentiments, noting that while muting microphones promotes a more orderly debate, it could also lead to unexpected dynamics. “Biden will hear him, and Biden will respond at some point. You’ll have this weird situation where Biden will look like he is blurting out words for no reason,” Reines explained, hinting at the challenges Biden might face under the new format.

Both candidates have agreed to these rules, which also include no opening statements and limited use of props or notes on stage. The debate will commence with a question, followed by structured responses and rebuttals, with moderators using visual cues to manage speaking time.
